Kryvyi Rih City Council is one of the largest municipal authorities in Ukraine, actively implementing digital solutions in the field of administrative public services. The “Visa” Department (Administrative Service Center) is a modern one-stop municipal service center responsible for digitizing interactions between citizens and local authorities — from document registration to issuing permits and official certificates.
Summary
Five years after the initial IT infrastructure launch of the “Visa” Department, the system began approaching its operational limits. Data volumes had significantly increased, backup processes became unstable, and server resources were no longer sufficient to support evolving digital service demands.
Given the critical importance of data and long-term retention requirements, a strategic decision was made to modernize and scale the infrastructure to ensure continued stability, high availability, and resilience of municipal digital services.
Senseti developed and implemented a comprehensive Data Center modernization and scaling project. The solution included deployment of new HPE servers and scalable storage systems, implementation of a Fortinet security cluster, and restructuring of backup architecture using Veeam. Legacy hardware was repurposed for backup workloads. Additionally, VMware load balancing was introduced, and integration with all external digital services was maintained via API.
The updated architecture now provides high availability, stable performance, and compliance with modern security and data retention requirements.

By 2023, the existing IT infrastructure of the “Visa” Department had begun to experience significant workload pressure. Servers and storage systems implemented more than five years earlier had reached the limits of their operational lifecycle:
Key challenges included:
- Growth in data volumes and workload led to system instability and unreliable backup operations.
- Repeated disk failures reduced storage reliability.
- The virtual infrastructure could not guarantee full fault tolerance in case of component failures.
- Leadership initiated a reassessment of the IT strategy and approved a comprehensive modernization initiative.
- A scalable and secure solution was required to support the continued growth of digital services and API integrations.

Solution and Business Value
Senseti implemented a Data Center scaling and modernization project aligned with current operational needs, risk mitigation, and long-term development strategy:
- Deployment of new scalable and high-availability infrastructure based on HPE, Fortinet, Aruba, and APC solutions.
- Implementation of a Fortinet NGFW high-availability cluster for perimeter and network security.
- Deployment of a new primary storage system with migration of live services.
- Repurposing and modernization of legacy storage for backup workloads.
- Introduction of VMware load balancing within the virtual infrastructure.
- Integration of the legacy Fortinet appliance as a dedicated gateway for web application and API protection.
- Improved availability, optimized resource utilization, and enhanced security across the entire IT environment.
The project strengthened the digital platform of the “Visa” Department, establishing a resilient foundation for future expansion and continued digital transformation within municipal services.
How the Solution Was Implemented
The modernization project was executed in phases, ensuring minimal disruption to ongoing services:
Phase 1. Audit and Consulting
A comprehensive assessment of the existing IT infrastructure was conducted. Performance bottlenecks were identified, system mapping was completed, and current workload levels were evaluated.
Phase 2. Architecture Design
A new Data Center architecture was developed with a focus on scalability, high availability, and enhanced backup requirements.
Phase 3. Equipment Procurement
Deployment included HPE servers, a Fortinet NGFW high-availability cluster, a new primary storage system, Aruba core switches, and APC uninterruptible power supply units.
Phase 4. Integration and Migration
VMware-based clustering and virtual machine load balancing were implemented. Live data migration was performed, and a new backup architecture was configured. Additionally, an updated network architecture was introduced along with strengthened security policies.
Phase 5. Testing and Ongoing Support
Load testing and failover validation were completed, security policies were fine-tuned, and the project was transitioned into ongoing managed support by the Senseti team.
